		<description>As far as i know the city received C of O last week, the lights are left on for burn in period and security purposes. Cameras are on and functioning, lights are energy efficient.</description>

The $64k question is who owns the jobsite?

Graham Contracting or the City of Kenmore.

Has an official turn over occurred?

I see the lighting as a security precaution.  The security
system may not yet be commissioned or working.

In construction we often say you send 80% of your time 
closing out the last 20% of details (the punch list).</description>

		<description>The only reason I can see is to avoid breakins or vandalim. I know a lot of businesses that are empty and up for lease leave the lights on so there are no dark corners. But I am sure the new city hall has a new alarm system.....  So I see no reason for the lights.</description>
